PICKERINGTON – A second-degree misdemeanor charge of obstructing official business was filed against Franklin County judge Monica Hawkins on Monday.The charge is a result of Hawkins resisting when having her blood drawn following an arrest for OVI on Jan. 31.Hawkins resisted the blood draw at OhioHealth Pickerington even after police obtained a warrant for the procedure, according to the affidavit filed in Fairfield County Municipal Court.Hawkins continued to resist when she was held down by one police officer and four OhioHealth officers, according to court records.A nurse was able to obtain the blood the sample.
